Ford, Mazda, Changan get final OK from China to split venture

(Reuters) - Ford Motor Co and Mazda Motor Corp and their local Chinese partner, Changan Automobile Co Ltd , said on Friday that they had obtained final approval from the Chinese government to split their three-way manufacturing and sales joint venture into two.

Starting immediately, Changan Ford Mazda Automobile Co (CFMA) will break into two 50-50 joint ventures, the partners said in a statement. Changan will be in one venture with Ford and in the other with Mazda.

Changan Ford, the going concern in the southwestern Chinese city of Chongqing, will assume all of CFMA's Ford-related business, including development, manufacturing, marketing and sales of Ford-branded vehicles in China, while Changan Mazda, to be incorporated in the eastern city of Nanjing, will assume all of CFMA's Mazda-related business, the companies said.

The three companies, which had previously submitted the restructuring plan to local and central government officials, said their partnership "will continue at a strategic level, in areas of benefit to all parties." They did not provide details on those areas.

Executives close to the three-way joint venture previously said the split stemmed partly from Ford's decision in 2008 to raise money by reducing its controlling stake in Mazda to 13 percent from one-third. The U.S. automaker later further reduced its Mazda stake, which is now less than 3 percent.

Ford and Mazda had said they were seeking more freedom to boost their presence individually in China, which in 2009 surpassed the United States as the world's largest auto market.

WASHINGTON (AP) ? The White House is seeking $1.6 trillion in higher taxes over a decade and an immediate infusion of funds to aid the jobless, help hard-pressed homeowners and perhaps extend the expiring payroll tax cut, officials said Thursday as talks aimed at averting an economy-rattling "'fiscal cliff" turned testy.

In exchange, the officials said, President Barack Obama will support an unspecified amount of spending cuts this year, to be followed by legislation in 2013 producing savings of as much as $400 billion from Medicare and other benefit programs over a decade.

The offer produced a withering response from House Speaker John Boehner, R-Ohio, after a closed-door meeting in the Capitol with Treasury Secretary Tim Geithner. "Unfortunately, many Democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit," he declared.

Boehner added, "No substantive progress has been made between the White House and the House" in the two weeks since Obama welcomed congressional leaders at the White House.

Democrats swiftly countered that any holdup was the fault of Republicans who refuse to accept Obama's campaign-long call to raise tax rates on upper incomes.

At the White House, presidential press secretary Jay Carney said, "There can be no deal without rates on top earners going up." Taking a confrontational, at times sarcastic tone, he said, "This should not be news to anyone on Capitol Hill. It is certainly not news to anyone in America who was not in a coma during the campaign season."

With barely a month remaining until a year-end deadline, the hardening of positions seemed more likely to mark a transition into hard bargaining rather than signal an end to efforts to achieve a compromise on the first postelection challenge of divided government.

Boehner suggested as much when one reporter asked if his comments meant he was breaking off talks with the White House and congressional Democrats.

"No, no, no. Stop," he quickly answered.

"I've got to tell you, I'm disappointed in where we are, and disappointed in what's happened over the last couple weeks. But going over the fiscal cliff is serious business."

Republican aides provided the first description of the White House's offer, although Democratic officials readily confirmed the outlines.

Under the proposal, the White House is seeking passage by year's end of tax increases totaling $1.6 trillion over a decade, including the rate hikes sought by Obama.

Obama also asked for approval by year's end of $30 billion to renew expiring jobless benefits, $25 billion to prevent a looming Jan. 1 cut in fees for doctors who treat Medicare patients and an undisclosed amount to help homeowners hit by the collapse in real estate values.

The White House also wants a new stimulus package to aid the economy, with a price tag for the first year of $50 billion, as well as an extension of the Social Security payroll tax cut that is due to end on Dec. 31, or some way to offset the impact of its expiration.

In political terms, the White House proposal is a near mirror image of what officials have said Republicans earlier laid down as their first offer ? a permanent extension of income tax cuts at all levels, an increase in the age of Medicare eligibility and steps to curtail future growth in Social Security cost-of-living increases.

In exchange, the GOP has offered to support unspecified increases in revenue as part of tax reform legislation to be written in 2013.

The GOP said the White House was offering unspecified spending cuts this year. Those would be followed next year by legislation producing savings from Medicare and other benefit programs of up to $400 billion over a decade, a companion to an overhaul of the tax code.

For the first time since the Nov., 6 elections, partisan bickering seems to trump productive bargaining as the two sides maneuvered for position.

Senate Majority Leader Harry Reid told reporters, "We're still waiting for a serious offer from Republicans," the Nevada Democrat said at a news conference.

Sen. Chuck Schumer, D-N.Y., was more emphatic.

Referring to a meeting at the White House more than a week ago, he said both sides agreed to a two-part framework that would include a significant down payment in 2012, along with a plan to expand on the savings in 2013.

"Each side said they'd submit a down payment. We have. Our preference is revenue. What is theirs?" he said, speaking of the Republicans.

The White House also circulated a memo that said closing loopholes and limiting tax deductions ? a preferred Republican alternative to Obama's call to raise high-end tax rates ? would be likely to depress charitable donations and wind up leading to a middle class tax increase in the near future.

At issue is a bipartisan desire to prevent the wholesale expiration of Bush-era tax cuts and the simultaneous implementation of across-the-board spending cuts. The potential spending reductions, to be divided between military and domestic programs, were locked into place more than a year ago in hopes the threat would have forced a compromise on a deficit reduction deal before now.

Economists in and out of government warn that sending the economy over the "cliff" would trigger a recession.

To avoid the danger, Obama and Congress are hoping to devise a plan that can reduce future deficits by as much as $4 trillion in a decade, cancel the tax increases and automatic spending cuts and expand the government's ability to borrow beyond the current limit of $16.4 trillion.

In the first few days after the elections, Boehner said he was willing to accept a deal that included new revenues, a long-time Democratic demand, and Obama has said he will sign on to savings from Medicare, Medicaid and other benefit programs that Democrats have long defended from proposed Republican cuts.

At the same time, both sides have worked to tilt the bargaining table to their advantage. As part of that effort, Obama travels to Pennsylvania on Friday to campaign for his tax proposal.

Boehner, who will begin a second term as House speaker early next month, has appealed to his rank and file to remain united. At a closed-door meeting this week, he displayed polling data that showed the public would rather see loopholes closed than rates raised as a means of raising revenue for the government.

At the same time, there are tremors within the GOP ranks, with a small number of Republicans saying they are willing to let tax rates rise at upper incomes in view of the election returns, and others predicting legislation to that effect would pass the House if put to a vote.

U.S. for-profit colleges spend big on marketing while slashing other costs

(Reuters) - Google's biggest advertiser is neither a bank nor a retailer.

It's the for-profit University of Phoenix, which has recently been spending nearly $400,000 a day on ads, according to search analytics firm SpyFu, more than any financial firm or retailer, the traditional big spenders on online advertising.

That kind of spending may seem surprising coming from a college, but marketing has become vital for the university and its for-profit rivals as enrollments plummet and they fight back against a host of criticisms, including low job-placement rates.

Colleges such as University of Phoenix, the industry leader owned by Apollo Group Inc, will not only have to boost enrollments to reverse their fortunes, analysts say. They will also need to consider cutting tuition fees as well as continue to slash costs and take market share from rivals.

Operators of other for-profit colleges, whose ranks include the Washington Post Co's Kaplan business, DeVry Inc and ITT Educational Services Inc, are also boosting their spending on marketing and are among the 25 biggest advertisers on Google.

But no one is spending like the University of Phoenix, which doubled its spending on Google ads to about $380,000 per day on average between October 12 and November 12, compared with $170,000 a day in the previous month, according to SpyFu data - which Apollo describes as "gross speculation."

"I have witnessed several versions of this cycle but none as extreme as this," said Trace Urdan, an analyst with Wells Fargo Securities, who has been covering the U.S. for-profit education industry for about 15 years.

"We are going to see more pointed efforts at marketing and more price competition in an effort to try to capture more market share both from each other as well as from traditional schools," Urdan said.

Increased marketing alone will not be enough to fatten fast-shrinking profit margins and increase enrollments, however. Lower tuition fees and increased specialization of the type of programs offered, along with further streamlining of operations, will also be necessary, analysts say.

Industry bellwether University of Phoenix, which offers courses at about 230 campuses as well as online, announced plans last month to shut about half its locations and cut 800 jobs in order to save about $300 million a year by 2014.

New enrollments in the Apollo system are down nearly 50 percent in the past two years. As of August 31, enrollment totaled about 328,000.

Career Education Corp, which owns American InterContinental University and the Le Cordon Bleu colleges, and Lincoln Educational Services Corp have also announced closures.

LOW-COST MODEL

The $25 billion industry, which typically serves adults looking for a career change or a program to enhance job skills, is reeling after government investigations revealed fraud related to financial aid, worryingly high student debt loads and low rates of graduation and job placement.

"Many for-profit colleges make decisions that prioritize their bottom line, even when those decisions limit their students' opportunities for academic success," a U.S. Senate report said earlier this year.

Tuition fees, and therefore profits, is one area under pressure as potential students need to be convinced to take out loans in an uncertain job market.

Apollo, whose stock has lost about 65 percent of its value this year, implemented a tuition freeze earlier this year and promised students it will not increase prices through the course of their programs.

Apollo is also looking at different cost models, with a view to serving segments of the population that it cannot serve with current University of Phoenix tuition prices.

"We have certainly seen a lot more competition at the lower end of the price scale, and that's something we are focusing on," Apollo spokesman Mark Brennar said, while declining to offer specifics.

Wells Fargo's Urdan said it is likely that Apollo wants to compete in the low-cost end of the market by building a second brand, which it would likely do by acquiring another college rather than starting from scratch.

As colleges lower their revenue base by cutting tuition fees even as they spend more on marketing, lower margins could become the norm, analysts say. That has spooked investors already worried about sliding enrollments.

The S&P 1500 Education Services index has lost three-quarters of its value since April 2010, including a 50 percent decline in 2012.

Some for-profit colleges already differentiate themselves in the crowded higher-education market by offering programs in a particular field or by targeting students of a particular background, and that trend could accelerate.

American Public Education, for example, is known for enrolling those who work in the military and public services, while Universal Technical Institute offers programs related to the automotive industry.

For-profit colleges play up their links to employers to attract students who may otherwise opt for traditional or community colleges, said Rob Lytle, head of the education practice at advisory firm Parthenon Group.

"They are about getting people workforce employability skills, and I think they are going to be focusing tighter on that," said Lytle.

The hungry caterpillar: Beware your enemy's enemy's enemy

When herbivores such as caterpillars feed, plants may "call for help" by emitting volatiles, which can indirectly help defend the plants. The volatiles recruit parasitoids that infect, consume and kill the herbivores, to the benefit of the plant. However, such induced plant odours can also be detected by other organisms. A new study published November 27 in the open access journal PLOS Biology shows how secondary parasitoids ('hyperparasitoids') can take advantage of these plant signals to identify parasitoid-infected caterpillars, and duly infect the primary parasitoid, to the detriment of the original plant.

Plant volatiles have long been considered to mediate this mutualistic relationship between plants and herbivores' natural enemies such as parasitoids. When a caterpillar feeds, the parasitoids are able to use the emitted volatiles to locate the otherwise inconspicuous caterpillar, releasing the plant from its attacker. This principle has made its way into sustainable agriculture by using natural enemies such as parasitoids to control herbivorous pests on agricultural crops. However, the largest group of enemies of parasitoids, hyperparasitoids, have so far been left out of studies in this area. This is because very little is known about the cues that hyperparasitoids use to locate their parasitoid hosts.

The new study, by a team of Dutch researchers led by Erik Poelman, shows that hyperparasitoids exploit the different plant odours that are released when a plant is fed upon by a parasitoid-infected caterpillar.

"In controlled laboratory assays as well as under field conditions, hyperparasitoids were offered plant odours coming from two types of plant: ones damaged by healthy caterpillars, and ones damaged by parasitoid-infected caterpillars. We found that they preferentially detected odours of plants damaged by infected caterpillars," explained Dr Poelman. "We were excited by these results as they indicate that hyperparasitoids rely on a network of interactions among plant, herbivore and parasitoids to locate their host".

To show how this complex network of interactions can reliably provide hyperparasitoids with information on the presence of their parasitoid host, the researchers collected saliva of the caterpillars, as they noticed the colour of saliva in healthy, non-host caterpillars was different to that of caterpillars hosting a parasitoid. Factors in caterpillar saliva play an important role in provoking the release of odours from plants, and a change in saliva composition may then alter the cocktail of odours emitted by the plant.

Indeed, Dr Poelman's team found that plant odours induced by the saliva of parasitized caterpillars was more attractive to hyperparasitoids than plant odours induced by the saliva of healthy caterpillars. Consequently, plant odours may actually reduce the benefit of attracting parasitoids to a plant.

"Our results demonstrate that the effects of herbivore-induced plant volatiles should be placed in a community-wide perspective that includes species at the fourth trophic level, to improve our understanding of the ecological functions of volatile release by plants," said Dr Poelman. In addition to the ecological aspects of their work, the authors also stress that their findings are important for developing Integrated Pest Management strategies, in which crops are manipulated to control insect pests by using parasitoids.

Although parasitoids are effective biological control agents, this study suggests that using plant odours to optimize biological control of pests may have side effects that could actually reduce the benefit of pest control, said Dr Poelman.

CHICAGO (AP) ? As Americans went on a ticket-buying spree, the Powerball jackpot rose to $550 million Wednesday, enticing many people who rarely, if ever, play the lottery to purchase a shot at the second-largest payout in U.S. history.

Among them was Lamar Fallie, a jobless Chicago man who said his six tickets conjured a pleasant daydream: If he wins, he plans to take care of his church, make big donations to schools and then "retire from being unemployed."

Tickets were selling at a rate of 130,000 a minute nationwide ? about six times the volume from a week ago. That meant the jackpot could climb even higher before the Wednesday night drawing, said Chuck Strutt, executive director of the Multi-State Lottery Association.

The jackpot has already rolled over 16 consecutive times without a winner, but Powerball officials say they now believe there is a 75 percent chance the winning combination will be drawn this time.

If one ticket hits the right numbers, chances are good that multiple ones will, according to some experts. That happened in the Mega Millions drawing in March, when three ticket buyers shared a $656 million jackpot, which remains the largest lottery payout of all time.

Yvette Gavin, who sold the tickets to Fallie, is only an occasional lottery player herself, but the huge jackpot means she'll definitely play this time. As for the promises she often gets from ticket purchasers, Gavin isn't holding her breath.

"A lot of customers say if they win they will take care of me, but I will have to wait and see," she said.

In the hours before Wednesday's drawing, Associated Press photographers across the nation sought out ticket buyers and asked about their lottery fantasies. Here's a look at what they found:

When Atlanta barber Andre Williams buys scratch-off tickets, he typically does a dance in his shop for good luck. As a first-time Powerball player, he plans to reprise the dance ? and buy a few extra tickets to enhance his chances.

I don't even know if I'll look at it," said Williams, who bought his ticket at a newsstand. "If I win, I might pass out."

Paralegal Pat Powell was buying her first Powerball ticket at another store in Atlanta, even though she acknowledged her odds were probably "zero to zero."

Still, Powell has specific plans should she win: start an Internet cafe in the West Indies and a learning center in Georgia.

"I've been thinking about winning this money and what I'd do with it," Powell said. "There's no ritual, but it's just been on my mind. So it's like, let me just join the hype and just do it."

Atlanta accountant Benita Lewis, who had never played the lottery before, didn't want to be the only one left in her office without a ticket.

"I did feel nervous buying it like I could be the one," she said. "I'm going to retire and pay off all my family's debt."

In Philadelphia, seafood salesman Billy Fulginiti bought 50 Powerball tickets with co-workers and a few more with a small group. He said he only plays when the jackpot is especially large.

"You go to bed at night wishing you wake up a millionaire," Fulginiti said. He planned to take a long vacation and "help a lot of people, a lot of charities," if any of his tickets turn out to be winners.

Powerball purchases at the Canterbury Country Store in Canterbury, N.H., have been so steady that the manager has been working extra evening hours to keep up.

Horticulturist Kevin Brags buys tickets at the store two to three times a month. He says he usually picks numbers higher than 32 because so many people use numbers 31 and lower, largely because of birthdays.

The birthday theory didn't scare off Paul Kruzel, a retired doctor who chooses the days his children were born.

Both, however, have the same plans for winning: "make a lot of people happy."

John Olson has a more elaborate idea: He'd like to buy an island.

At a downtown Detroit convenience store, Ceejay Johnson purchased five Powerball tickets. If she strikes it rich, the analyst from Southfield, Mich., said she would buy a home for her sister in Florida. Then she would "go into hiding" and take care of her family.

"And the IRS," she added.

Internet's Typhoid Mary Meets U.N.

As the U.N.?s International Telecommunications Union (ITU) gathering in Dubai approaches, some here in the West remain worried that the U.N. will try to hijack the Internet by writing new international communications rules via the ITU that could take ?the freewheeling digital world back to the state control of the analog era.?

Decrying the potential for trouble at the event, Google is circulating a petition for a ?free and open Internet,? urging that ?Governments alone, working behind closed doors, should not direct [the Internet?s] future.?

(Love that line: ?Governments alone??)

(Where?s an international Citizens United?rule when you need one, right?)

While I fully support the notion that the Internet should stay free from government control if it is to continue to flourish, I fully reject the hypocrisy of the entity peddling the statement.

Where was that same concern back when Net Neutrality was going through the closed door sausage?grinder at the FCC a couple of years back?? It was Google, along with its ?consumer advocate? Sherpas Public Knowledge and Free Press (among others) that aggressively helped push those regulations across the finish line two years ago.??In doing so, it opened up the door to broad Internet regulation not just for domestic access providers like AT&T and Verizon, but for the rest of the global ecosystem, too (as reflected upon here by Jeff Eisenach at one minute into this short video).

FCC Commissioner, Robert McDowell, saw it coming.? But he got easily rolled by the pro-Google, er, I mean ?open Internet? majority, which was aided by FCC Chairman, Julius Genachowski, and ?begrudgingly? abetted by former FCC Commissioner (and now Public Knowledge board member) Michael Copps.

The following excerpt, from an article written over two years ago by Bret Swanson, says it all:

The stakes of the U.S. communications policy debates are larger than many assume. Subjecting broadband to new and extensive regulation in the U.S., says FCC Commissioner Robert McDowell in [the] Wall Street Journal, could invite a regulatory ripple effect across the globe.

The FCC proposed in June to regulate broadband Internet access services using laws written for monopoly phone companies. Despite a four-decade bipartisan and international consensus to insulate computer-oriented communications from phone regulation, the FCC is headed toward classifying these complex 21st century technologies as ?telecommunications services.? This could inadvertently trigger ITU and, ultimately, U.N. jurisdiction over parts of the Internet. Unlike at the U.N. Security Council, the U.S. has no veto power at the ITU and may not be able to stop it.

Man, that would stink.

Net Neutrality regulation is essentially telecommunications regulation overlaid on top of the Internet, which cannot be lost on the ITU.??Clearly, America would have been in a much stronger position ? sitting on higher moral ground in Dubai ? had the FCC?s Net Neutrality regulation not ever gone through.

But it has.? And a toothless after-the-fact, online petition can?t un-ring the Net Neutrality bell, which, in creating a subsidizing bubble for Google and its brethren on the edge of the Internet, might likely have also called other countries to the village square to urge their version of ?well-meaning? (or worse) Internet regulation, too.

Who da? thunk it?? Apparently not Google.? Or the FCC.? Or the self-appointed ?consumer advocate? Sherpas. ??(Or, if they did, they?re guilty of hubris)

Anyway, it?s sad that one of America?s loudest preachers of Internet freedom is also one of its biggest hypocrites.? It renders Google?s petition essentially feckless.? Though the company might wish it could simply change its Search algorithm to degauss our collective memory, its role in supporting the virus of Internet regulation cannot be erased or denied.

Let?s hope Robert McDowell?s Cassandra prophecy is wrong, and the U.S. ITU delegation can prevent a regulatory tsunami that could make the now thriving Internet into a digital Greek tragedy.? Let?s also hope that they can inoculate the other 192 nations at the Dubai meeting from the scourge spread by the Internet?s Typhoid Mary.

Wis. governor insists he's not thinking about 2016

MADISON, Wis. (AP) ? Plenty of Republicans are talking about a possible presidential run by Wisconsin Gov. Scott Walker, but Walker insists he's not one of them.

Walker told The Associated Press on Monday that he's focused on putting together the next state budget and his job as governor, not a presidential run in 2016.

Walker was elected in 2010 and shot to stardom in the GOP with his fight to eliminate most public workers' union rights. His proposal sparked massive protests at the state Capitol, as well as a June recall election that Walker won handily.

He says after two elections in two years, he's just happy to be working as governor.

Walker also says he hasn't talked to former Republican vice presidential nominee, Paul Ryan, a close friend, about whether he'll run.

Cassini finds a video gamers' paradise at Saturn

You could call this "Pac-Man, the Sequel." Scientists with NASA's Cassini mission have spotted a second feature shaped like the 1980s video game icon in the Saturn system, this time on the moon Tethys. (The first was found on Mimas in 2010). The pattern appears in thermal data obtained by Cassini's composite infrared spectrometer, with warmer areas making up the Pac-Man shape.

"Finding a second Pac-Man in the Saturn system tells us that the processes creating these Pac-Men are more widespread than previously thought," said Carly Howett, the lead author of a paper recently released online in the journal Icarus. "The Saturn system - and even the Jupiter system - could turn out to be a veritable arcade of these characters."

Scientists theorize that the Pac-Man thermal shape on the Saturnian moons occurs because of the way high-energy electrons bombard low latitudes on the side of the moon that faces forward as it orbits around Saturn. The bombardment turns that part of the fluffy surface into hard-packed ice. As a result, the altered surface does not heat as rapidly in the sunshine or cool down as quickly at night as the rest of the surface, similar to how a boardwalk at the beach feels cooler during the day but warmer at night than the nearby sand. Finding another Pac-Man on Tethys confirms that high-energy electrons can dramatically alter the surface of an icy moon. Also, because the altered region on Tethys, unlike on Mimas, is also bombarded by icy particles from Enceladus' plumes, it implies the surface alteration is occurring more quickly than its recoating by plume particles.

"Studies at infrared wavelengths give us a tremendous amount of information about the processes that shape planets and moons," said Mike Flasar, the spectrometer's principal investigator at NASA's Goddard Space Flight Center in Greenbelt, Md. "A result like this underscores just how powerful these observations are."

Scientists saw the new Pac-Man on Tethys in data obtained on Sept. 14, 2011, where daytime temperatures inside the mouth of Pac-Man were seen to be cooler than their surroundings by 29 degrees Fahrenheit (15 kelvins). The warmest temperature recorded was a chilly minus 300 degrees Fahrenheit (90 kelvins), which is actually slightly cooler than the warmest temperature at Mimas (about minus 290 degrees Fahrenheit, or 95 kelvins). At Tethys, unlike Mimas, the Pac-Man pattern can also be seen subtly in visible-light images of the surface, as a dark lens-shaped region. This brightness variation was first noticed by NASA's Voyager spacecraft in 1980.

"Finding a new Pac-Man demonstrates the diversity of processes at work in the Saturn system," said Linda Spilker, Cassini project scientist at NASA's Jet Propulsion Laboratory, Pasadena, Calif. "Future Cassini observations may reveal other new phenomena that will surprise us and help us better understand the evolution of moons in the Saturn system and beyond."

Engineering plants for biofuels

ScienceDaily (Nov. 26, 2012) ? With increasing demands for sustainable energy, being able to cost-efficiently produce biofuels from plant biomass is more important than ever. However, lignin and hemicelluloses present in certain plants mean that they cannot be easily converted into biofuels. A study published in BioMed Central's open access journal Biotechnology for Biofuels appears to have solved this problem, using gene manipulation techniques to engineer plants that can be more easily broken down into biofuels.

Plants high in lignin and hemicelluloses -- lignocellulosic biomass -- have a high content of pentose sugars that are more difficult to ferment into fuels than plants with hexose sugars. In order to be useful for biofuel production, scientists need to be able to engineer plants with smaller amounts of xylan -- the major non-cellulosic polysaccharide -- present in secondary cell walls.

With this in mind, a research group from the Lawrence Berkeley National Laboratory, USA, used 3 mutant strains of Arabidopsis deficient in xylan -- irregular xylem (irx) mutants irx7, irx8 and irx9 -- in order to engineer plants with low xylan content and improved properties for easier breakdown of carbohydrate into simple sugars (saccharification). The irx mutants normally exhibit severe dwarf phenotypes that result from xylem vessel collapse and consequent impaired transport of water and nutrients. The team hypothesized that restoring xylan biosynthesis in the plants would complement the mutations.

To reintroduce xylan biosynthesis into the xylem of irx7, 8 and 9, Henrik Scheller and colleagues manipulated the promoter regions of vessel-specific VND6 and VND7 transcription factor genes. Significantly, they found that the ensuing phenotypes completely restored wild-type growth patterns in some cases, resulting in stronger plants with restored mechanical properties, whilst at the same time maintaining a low overall xylan content and improved saccharification properties that allowed for better breakdown into biofuels.

Plants with up to 23% reduction in xylose levels and 18% reduction in lignin content were obtained, whilst normal xylem function was restored. The plants also showed a 42% increase in saccharification yield after pretreatment.

Lead author Scheller said, "These results show that it is possible to obtain plants that have reduced amounts of xylan in their walls while still preserving the structural integrity of the xylem vessels. The xylan engineering system we present here is a great step towards tailored bioenergy crops that can be easily converted into biofuels. He continued, "This approach in Arabidopsis has the potential to be transferred to other biofuel crop species in the near future, in particular, the poplar species."

These results from this study provide hope that a viable alternative to fossil fuels may soon be available.

Mexico arrests suspected murderer on FBI most wanted list

MEXICO CITY (Reuters) - Mexican federal police have captured suspected murderer, rapist and drug gang member Joe Luis Saenz, one of the 10 most wanted fugitives on the FBI's list, the government said on Friday.

Saenz, a U.S. citizen, was arrested in the city of Guadalajara in western Mexico on Thursday following an investigation by the federal police in conjunction with the FBI, the government said in a statement.

Saenz will be returned from Mexico to Los Angeles this weekend under FBI escort, said a statement from the FBI.

According to the FBI, Saenz is suspected of shooting and killing two rival gang members in Los Angeles in July 1998.

Less than two weeks later, Saenz allegedly kidnapped, raped, and murdered his estranged girlfriend. Saenz also is believed to have murdered another man in October 2008 in Los Angeles County.

FBI records suggest Saenz is 36 or 37, and the bureau offered up to $100,000 for information leading to his arrest.

Born in Los Angeles, Saenz was known to travel between the United States and Mexico, and was believed to be working for a Mexican drug cartel, the FBI said. He had a number of aliases including Zapp, Peanut Joe Smiley and Honeycutt, it said.

Euro zone consumer confidence falls in November

BRUSSELS (Reuters) - Euro zone consumer confidence fell in November compared to the previous month, the first estimate from the European Commission showed on Thursday.

The Commission said consumer confidence in the 17-member euro zone slipped to -26.9 this month from a revised October figure of -25.7.

Consumer spending accounts for more than half of euro zone economic output, but with the effects of the debt crisis cutting disposable income, households have been in no position to contribute much to economic recovery.

In the wider 27-member European Union, consumer sentiment improved a fraction, to -23.7, compared to -24.3 last month.

EU leaders want to drive economic growth and employment after nearly three years of crisis and austerity, but the bloc has little immediate cash to invest and faces the longer-term challenge of falling productivity and an ageing workforce.

WASHINGTON (AP) ? Average U.S. rates on fixed mortgages fell to fresh record lows this week, a trend that is boosting home sales and aiding the housing recovery.

Mortgage buyer Freddie Mac said Wednesday that the average rate on the 30-year loan dipped to 3.31 percent, the lowest on records dating back to 1971. That's down from 3.34 percent last week, the previous record low.

The average on the 15-year fixed mortgage also dropped to 2.63 percent. That's down from 2.65 percent last week and also a new record.

The average rate on the 30-year loan has been below 4 percent all year. It has fallen further since the Federal Reserve started buying mortgage bonds in September to encourage more borrowing and spending.

Home sales and construction are rising, providing a much-needed boost to the economy. Home prices are also increasing, which makes consumers feel wealthier and more likely to spend.

Lower rates have also persuaded more people to refinance. That usually leads to lower monthly mortgage payments and more spending. Consumer spending drives nearly 70 percent of economic activity.

Still, the housing market has a long way to a full recovery. And many people are unable to take advantage of the low rates, either because they can't qualify for stricter lending rules or they can't afford the larger down payments that many banks require.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week. The average doesn't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.7 point, unchanged from last week. The fee for 15-year loans also remained at 0.7 point.

The average rate on a one-year adjustable-rate mortgage ticked up to 2.56 percent from 2.55 percent. The fee for one-year adjustable-rate loans rose two-tenths to 0.5 point.

The average rate on a five-year adjustable-rate mortgage 2.74 percent, the same as the previous week. The fee was unchanged at 0.6 point.
